In the absence of a juridical personality, Subano as a tribe has already been dwelling in this place originally named Layawan derived from the river traversing the area called Layawan. However, the settlers changed it to “Tillated” which was taken from an existing identity of a creek located in the center of the Poblacion. Spanish Missionary named Fr. Polanco came and established Christian Missions and principally erecting a chapel. He then assigned a priest to continue the conversion of the natives into Christianity thus developing people’s attitudes to have reverence and devotion to God. Such an unforgettable deed, the people renamed the place after him: POLANCO. At the height of the Second World War in 1941, the seat of the Provincial Government of the Province of Zamboanga situated in Zamboanga City was transferred to the City of Dipolog. In the month of June 1943, the Japanese Occupation Forces landed at Dipolog and occupied the capital city. With this outbreak, Gov. Matias Ranillo, who was a native of Dipolog, decided to temporarily station the Provincial Government in Dipolog. Later on, the Provincial Seat of Government transferred to barangay Polanco due to massive occupation of the Japanese Imperial Army. The short period of establishment of the Provincial Government in Polanco has gained an incidental favor. The refugees from Dipolog and other neighboring provinces who evacuated to Polanco devoted their time in agricultural pursuits, thus bolstering agricultural production. After the war, however, Polanco was severely affected and money circulation slowed down. The after effect of the temporary stationed of Provincial Government here in Polanco had paved a way for the prominent leaders in advocating a law proposing a separation of barangay Polanco from the municipality of Dipolog. With the strong representation of Governor Serapio Datoc, the President of the Philippines, His Excellency Elpedio Quirino, signed Executive Order Number 467 on August 22, 1951. Thus, from the ashes, it took enough initiative and courage of the civic leaders of Polanco to bring back prosperity of the people and prosperity of the land. On December 8, 1951, Polanco inaugurated her independence with the following appointed officials:

Municipal Mayor The February 1986 People Power Revolution that toppled the Marcos Administration brought forth new set of municipal officials when the old officials were replaced by new appointees designated under the new administration of President Corazon C. Aquino. They were sworn into office on April 17,1986, they are as follows:

Municipal mayor Aside from Amado P. Naquila and Astronome Cimafranca, who opted not to run for any elective positions in the January 18, local election, all the OIC appointees led by the OIC Municipal mayor had filed their certificate of candidacies on December 1, 1987 to seek the popular mandate of the people. On December 1-20, 1987, this municipality was under the management of Mr. Demosthenes N. Sorronda, a Local Government Officer, who by operation of law took control of the Local Government due to the absence of a duly appointed OIC’s who could assume the vacated positions. His interim position had lapsed without convening the Sangguniang Bayan. On December 20, 1987, the new OIC’s were installed from the Mayor to the SB Members and this time, the following were appointed Interim Municipal Officials:

Salomon Candidate for Vice Mayor The OIC status inspired them to deliver the desired services to out-do their predecessors and this is evidenced by the volume and nature of their legislation which have been passed and approved by the council. Municipal Mayor However, due to the delay in holding the election of Sangguniang Kabataan (SK), only on January 4, 1993, Hon. Franiño O. Olvis took his oath and assumed office as Sangguniang Kabataan Representative to the Sangguniang Bayan (SB). Although Mayor Prepedigno M. Regencia assumed office right after his proclamation, his opponent filed an electoral protest which decision of the lower court favored of the latter. The case was elevated to the COMELEC, Manila in which almost three years the decision was finally handed down. On March 27, 1995 Florencio O. Bantilan, the opponent of Mayor Regencia took over the reigns of the Local Government of Polanco after winning the said electoral protest. The sudden change of leadership did not however affect the usual flow of government transactions as the new Mayor vowed to make all his best considering that he has just 40 days left as the local election was again held on May 8, 1995. Municipal Mayor On July 15, 2002 a synchronized election for barangay officials and Sangguniang Kabataan was held. On August 18, 2002 the election for SK Federation was held through the supervision of the Municipal Local Government Operations Officer. Jomar D. Olvis became the SK Federation President who replaced Hon. Franiño O. Olvis and served the position from 2002-2005. |
